To evaluate the benefits to be gained from Joint Implementation (JI) projects to curb CO2 emissions, we have developed a "Joint MARKAL" model. We use it to identify JI projects in Colombia, that Switzerland could finance to comply with emission reduction commitments. To the same end, we are currently implementing a "Joint MARKAL-MACRO" model.
Time schedule for the project is March 1997 to October 1998.

Main responsibilities of the Colombian team are to build and maintain a complete MARKAL and MARKAL-MACRO models and apply them to study CO2 reduction strategies and identify possible JI projects to be financed by Switzerland. During three consecutive years scientists from Estonia visited Chalmers in order to learn MARKAL, set up a database for the country and gradually improve this database. In addition and parallell, MARKAL activities evolved in Estonia. The project was completed in 1996 and Estonia now has an operational MARKAL model that is frequently used for various analysis.

The EU PHARE project aims to support development of an Energy Strategy for Estonia. ECN collaborated with Tallinn Technical University on Phase 2, Development and Analysis of Scenarios. Main activities included an update and extension of the MARKAL technology database, developed earlier through cooperation with Sweden (see Tallinn and Chalmers), development of socio-economic background scenarios and associated energy service demand projections, analysis of base-case and variant scenarios and reporting on results and findings.

The project "Indian Greenhouse Gas Abatement Strategies" is one of four subprojects within a broad TERI-ECN collaborative research programme, aiming to support and strengthen sustainable energy technology developments and policies. The specific objectives are to (a) transfer the MARKAL model and train TERI staff to address long- term energy-related environmental issues in India; (b) apply the model to analyze GHG abatement strategies; (c) support Indian policy makers to fulfill FCCC reporting requirements and assist TERI in contributions to international studies such as ADB-ALGAS.
Besides tangible results such as an operational Indian implementation of an advanced modelling tool, experienced scientific staff to operate the model and a comprehensive scenario analysis of GHG abatement options, intangibles are also anticipated like an increased institutional capacity to address sustainable energy development and increased awareness of sustainable energy developmenty problems and opportunities.

Main responsibilities of TERI are to collect data on the Indian energy system, build and maintain a MARKAL model for India and apply this to explore GHG reduction opportunities using the MARKAL least- cost approach. ECN provides training to TERI staff in the use of the PC-MARKAL/MUSS system and gives advice on suitable model structures and data to be implemented. TERI will report on the findings in written form and by organising workshops to present and discuss assumptions, results and recommendations.

8. ADDITIONAL INFORMATION TERI staff has participated in various ETSAP Workshops during the project, presenting progress and results of the work (see Workshop Proceedings). Kuwait Energy Model and database systems have been developed using the MARKAL procedures. The project has been completed in 1997 and there has been MARKAL activities, including those related to energy workplans for Kuwait. Staff from KISR were trained at LI on setting-up on the MARKAL and database systems along with building a basecase scenario. Current activities concentrates on data augmentation and building case studies scenarios and analysis associated energy service demand projections, sponsored by diffent governmental agencies.
